A long time ago, when I was still very inexperienced and young, I used Phatch.
Then it was buggy (mostly gui glitches), but it coped with the tasks perfectly. Including with the mass conversion of anything into anything with any conditions.
Of the pluses - there is a gouishka, even a child will figure it out in a couple of minutes.
Of the minuses - python, glitches (maybe they have already fixed it, although not a fact - judging by the activity, it has been some kind of dead for the last three years).
Although bash + imagemagick is kosher in every way, but if you don’t know how, then it will take a whole evening to master

There is also a plugin for gimp - batch image manipulations, it seems so. This is in case you need a gui.
