How to build msmtp with tls support?

Alt Linux 8 is available. On board msmtp 1.4.27.
I'm trying to build msmtp 1.6.6 or 1.8.19. What kind of keys did not try to use in the configuration.
In the end it's the same:

Install prefix ......... : /usr/local
TLS/SSL support ........ : no (Library: none)
GNU SASL support ....... : no
IDN support ............ : yes (no library required)
NLS support ............ : yes
Libsecret support (GNOME): no
MacOS X Keychain support : no
