• you need the server to generate pages for each ad, and in the pages - the data entered by the user, but already displayed in syntactic sentences (of course, according to a predetermined formula),

It is not you who should indicate the framework to him, otherwise you will hear enough and put the developer in an unproductive framework. Make up a detailed TOR with mockups of what and how you see, show the developer, say how much you are willing to pay, or ask how much he estimates the development.
