How to build a web studio development strategy?

How to build a strategy for the development and operation of a web studio if all performers are a friendly
team of freelancers. The General Director is registered as an individual entrepreneur, located in Russia.
The whole team works on behalf of the web studio and wants to earn money.
At what stages and stages of development of the team to involve certain specialists:
- programmers;
- typesetters;
- designers;
- managers;
- marketers;
- SEO specialists;
- testers;
- writers and copywriters;
- professional translator;
- lawyers;
- accountants and economists;
- system administrators;
- others...
Who and what specialist is required at a certain stage?
How best to distribute forces and not plunge into multiple tasks (so that the programmer does not work
for himself, for the administrator, plus he draws and does layout ...)
Who can be neglected? Who can be combined with another? And who needs to be combined in one person?
How to find a balance in the size of the team from incoming projects? How to build a motivational policy
of rewards and punishments, rewards and penalties for work?

At first, you can focus on a narrow list of services. For example, only landing pages, or only online stores. So it is easier to convince the customer (you only deal with online stores and you know everything in this area) and there is less variation in people and responsibilities. In addition, with the growth of orders, you will become professionals in this area and work out a bunch of blanks, which will further speed up the development process, and therefore save money.

Engage one or another when a friendly team ceases to cope with their tasks

On the first couple
of Designer only for design.
Programmer - can make up and program, somehow maintain hosting, or competently communicate with hosting TP
Programmer's assistant - does every little thing, typesets, helps the programmer with something, performs customer support (add change something on the site)
Accountant can be outsourced , if you take on a staff, you can combine it with a simple manager (write to clients, something you need, it’s better not to load others)
Further, already develop and grow
