In the video, Richard Hammond demonstrates a device that can detect lightning strikes at a great distance - a low-frequency signal detector at the 33rd minute.

Is it just a longwave radio with a clever wire antenna?

An ordinary medium-wave / long-wave receiver, even on a ferrite antenna or a whip antenna, detects lightning discharges quite well.
It remains only to listen to the area free from broadcasting stations and detect signals above a given level.
