How to build a hierarchy of links?

Good afternoon.
Created my first site-catalog. The site has many pages. Each page has its own html file, which was placed in the root of the site folder. It turns out that in one folder all html files go in a row. At this point, a link to a particular product is building a trail. way: site.ru/product1.html. Although, in fact, in order to find this product, a person selects the Catalog site, then the Catalog Section and the product itself.
The question is: is it true that all internal pages have one level of nesting, for example site.ru/product1.html., site.ru/tovar2.html., site.ru/contacts.html, etc.? Or do I need to distribute each page into specific folders?

Isn't it easier to do all this with the help of CMS and get away from static pages, especially since you have a catalog
