How to build a custom timeline with navigation?

You need to build a timeline. I thought to do it through slick, there are just arrows there. But I don't know how to implement the timeline strip itself.

Is there any other solution to the problem? I don’t really want to crutch through slick, especially considering that I don’t know how to make these dot-connecting stripes.

I would really appreciate a code example!
