If the channel is your own, you can write a bot with channel_post_handler, add it to the channel, send posts to WP in the handler. You can even make a php webhook handler using native WP libraries.
If the channel is someone else's, you can make a bot on the client (MTProto) API.
Also, if the publication is already going through the bot, you can make the bot itself duplicate the posts where necessary.
