How to boot Ubuntu that won't boot due to a kernel panic error?

the terminal suddenly hung up, turned off and stopped turning on, and then an error popped up on the black screen kernel panic:

there is a LiveCD on a USB flash drive with version 21.04 (with the same as the system itself, which does not want to boot)
what we managed to find on the Internet from resuscitation tips - did not help
, and often there is no file or directory for those commands that did not have such a reaction before the kernel panic

Your root partition seems to have collapsed. fsck did? Did you restore the bootloader? Usually these two steps are enough.
