How to boot Ubuntu that won't boot due to a kernel panic error?
the terminal suddenly hung up, turned off and stopped turning on, and then an error popped up on the black screen kernel panic:
there is a LiveCD on a USB flash drive with version 21.04 (with the same as the system itself, which does not want to boot)

Your root partition seems to have collapsed. fsck did? Did you restore the bootloader? Usually these two steps are enough.
