How to block work in Bitrix24 until the user starts working day?

Bitrix24 has a "time tracking" function. Theoretically, the user should first start the working day, then do everything else, and end the working day in the evening. In practice, users (employees) can ignore this function "with impunity" and "just work", so it is difficult to understand when a person actually came to work and when he left.
Are there solutions (possibly ready-made ones) that will allow blocking work (tasks, business processes, various chats) until the working day starts (i.e. they can only be used during the period when the working day is already started but not completed yet.

Make a regulation and indicate on the portal the hours when the employee must open the working day. Then check its duration.
If the employee did not start the working day - do not take it into account when calculating the salary - consider it as a day off, absenteeism, etc.
The working day can be started with a different time, but in this case, the manager of this employee must confirm these changes.
There are no purely software methods for this - otherwise agents, external applications, etc. will fall down.
