Are there any apps that allow you to lock your Android smartphone's camera for a while and then unlock it again? They are not allowed to bring phones with a working camera to work, you have to cut it off for a while to get permission. Android version - 4.4.2

If you can lock and unlock the camera at any time, then what will prevent you from doing this on the territory of the facility? If this is just for show, then google disable android camera app - there are definitely several applications on Google Play (although I don’t know what they actually do).
The most "safe" option is an opaque camera sticker + seal/date/signature. Well, checking out.

No way. The camera is a separate application, you cannot influence it.
