How to block multiple requests from one ip address?

Good day.
How can I set up automatic blocking of an ip address if many of the same requests come from it? Roughly speaking, if the user actively presses F5, then automatically block him for a short period of time.
Ps There is an idea to use fail2ban to check access.log , but it's not clear to me how good this idea is. If someone has experience in setting it up and can tell a little about f2b, then I will be eternally grateful :)
