How to block http/https sites through a proxy?

I'm looking for a solution for this problem:
There are: several subnets, a piece of iron on debian.
Required: block all proxied traffic and, depending on the subnet, redirect to a special page.
I figured out http - I just installed squid3 from packages and edited the config. But it doesn't work with https. I come to the idea that you need to choose another proxy server, but which one? Are there solutions?

i do like this:
The webserver was made on port 81 so that there were no conflicts. And that's it, https is redirected to the local web server, where there is one single page with terrible words. You can do the same for http, and you can also redirect not only all traffic, but also when opening certain resources, by adding the appropriate lines to the command above
