How to block apps from launching and changing Android settings?

Need an application to block the launch of applications on Android 4.4.2.
In addition to blocking the launch, it is highly desirable that the application can disable some settings (WiFi tethering, synchronization, modem mode, USB debugging and developer mode)
And it would be just perfect if this application can be preconfigured:
either preconfigure and build an apk that is already put on devices;
or install apk on devices and simply import the settings file to it.
So that there is a minimum of actions for configuring the device.
Do not offer MDM systems - full-fledged device management is not required, and there are not so many of them.

I really hope such applications do not exist. There are enough lockers for Windows too.
