How to block access to the printer in the program?

The task is as follows: to prohibit printing and copying from the printer by the program. Windows OS. Allow the printer to be used only when an event occurs in the program. This event will occur quite often, so a rational decision is needed.
He indicated several programming languages, since he has not yet decided on which one to implement the entire program, and the task is quite unusual, I would like to consider all possible implementation options.

The printer has security settings, where you can specify access to printing and management . You
can change these settings in the registry https://support.microsoft.com/en-us/help/102966/re...
Accordingly, the programming language is not important.

Can printers copy? Maybe it's about the MFP?
If such functionality is not built into the device itself, then, at least with copying, nothing will work. You can always disable USB/Ethernet, reboot the MFP and make copies offline.
