How to block access on the server from IP addresses belonging to data centers?

Good afternoon,
what solution will allow you to determine the ownership of IP addresses by hosting companies / data centers and other non-client machines, and block any connection to such addresses?

Agree with the answer above.
I see two options:
1) open the site to the whole world. A sub-option is to close for certain countries via GeoIP.
2) open the site only to users at their addresses, i.e. via whitelist.

No way. Many telecom operators provide both data center services and Internet access to offices and home users.
