A site on WP, you need to block access to the site except for 1 region or city, I found a site where you can get the ip range for a specific city, but I don’t know how and where to insert them.

For the simple reason that already more than 60% of traffic comes from mobile.
And mobile operators, as a rule, use the all-Russian pool of addresses. Or at least the pool of the macro-region. I am constantly identified by one operator as from St. Petersburg, and from another - as from Novosibirsk. Although I'm not even in the Novosibirsk region.

No chance. Of course, there is geolocation by IP, but firstly, what prevents you from using a VPN, and secondly, mobile operators who have no-understand-what IPs, which, moreover, are constantly changing.
