How to bind GameCenter to an application?

Good afternoon, in general, I started developing for IOS, the application is already ready, but I just can’t link GameCenter in any way, the developer account was bought, but the owner is another person, I opened access to my Apple ID in the user manager, I passed email verification, after which I can log in to itunes connect and create an application, but if I enter my Apple ID in xCode and then when GameCenter is turned on, I get a message saying go to the site and pay for the developer account, I will be glad and grateful for any help and tips.
