How to bind a ready-made highload block to a reference field in an infoblock?

Created a highload block. Added the name field and made two entries there.
I am creating an infoblock. I give the infoblock property the reference type and select the block created by highload.
The entered values are highlighted. But when adding a value to the infoblock through the admin panel.
Tried changing permissions, didn't help. Does not help.
If you create an infoblock through a form, it works, but I have already created all the infoblocks through the corresponding section.
How about just a ready-made highload block:
LINK
The drop-down list shows "Not installed" and does not show the properties entered in the highload block?
What is the problem ? What checkbox do I not click?

It seems that manually created tables require the mandatory presence of XML_ID, so that when editing the element ib, this list of yours from hl is displayed
