How to better organize the transfer of the database to production?

Now every developer writes sql scripts and commits them to the repository.
This process is automated, but still very inconvenient.

In production, there should be an up-to-date database with real data, and during the development process, a lot of test data that is not needed is entered there, as well as the structure of the database changes and system data is entered.

Not very strong in databases, and especially in oracle which we use.
