If you can prove to the manager that refactoring is needed, then you need to sit down and do it, if not, then you should think about whether these people are interested in development at all and whether it is worth working there (I understand that the first job, and yet). It’s just that if a company needs a person-plug who will fix some nonsense and scold that you can’t make new functionality “for a couple of hours” in a week, because of their accumulated (historically), then you are unlikely to be there grow up, I would try my luck elsewhere) I ran away from the first "office" after the first working day, as I was in my first year, I wanted to earn extra money and got a job as a layout designer in a company with almost the same history.
