How to be a freelancer if the customer does not pay salary?

15 days ago, the employer (studio) called Avito and offered me a job. All 2 weeks I drew landings (about 5 pieces) and I have to pay 15,000 rubles for payment. (Of course, remote work and everything is on parole - yes, it’s my own fault)
Actually, initially communication was at its best, my level suited me, but by the end of the term, our attitude is getting worse and worse .. it seems that I am a cleaner, not a designer.
Tomorrow is the 30th and they should pay me the RFP, but with the attitude towards me that I have at the moment .. I'm 99% sure that I won't see my money.
Sorry for this "Prologue" but the question is this! Where can I find resources on the Internet for freelancers, where can I leave feedback about employers?
Since I am not the first, I can not be the last. Go to the police (sorry, the police) or the tax office and write a statement .. I think they will laugh at me. After all, everything in words was backed up and it’s just empty to go to the authorities.
I believe that it remains only in this way, on the Internet, to leave reviews about this studio in order to reduce the percentage of deception of other freelancers.

Promise them a charge of stealing your creations since you did not sign an agreement on the transfer of authorship with them, an example of a hit-and-run (gentlemen of commerce, your super cool office in the person of the customer's name stole intellectual property from me, I really hope that you have already managed to save up money to satisfy my lawsuits) and accuse them not as unscrupulous employers but as thieves.
