How to batch resize images to 800x600 px while maintaining aspect ratio?

Good day to all! In which programs, except for Photoshop, Adobe LightRoom, can I batch resize images while maintaining aspect ratio, so that the size that I set in height and width is preserved, and not changed while maintaining aspect ratio? Let's say I have an original image of 5760 x 3840 pixels, do I need the size that I set in the program to 800x600 pixels to be preserved for all images while maintaining aspect ratio and so that it does not change to 800x533 pixels if aspect ratio is selected? How and in what programs can this be achieved?

IrfanView and a bunch of others.
I will clarify, your wish is IMPOSSIBLE. You cannot scale a rectangle to a square while maintaining proportions - these are mutually exclusive concepts. You need to make two passes, first scale with proportions on the smaller side, then crop the excess.
