In which programs, except for Photoshop, Adobe LightRoom, can I batch resize images while maintaining aspect ratio, so that the size that I set in height and width is preserved, and not changed while maintaining aspect ratio? I will clarify, your wish is IMPOSSIBLE. You cannot scale a rectangle to a square while maintaining proportions - these are mutually exclusive concepts. You need to make two passes, first scale with proportions on the smaller side, then crop the excess.
In Photoshop, you can create custom actions according to the algorithm that is convenient for you.
