How to "balance" the speed of the Internet on a PC and a laptop?

There is a home network: a router (ASUS RT-16), a desktop computer (connected to the router by wire) and a laptop (connected via Wi-Fi).
While the computer is turned off on the laptop, a decent internet speed. When the computer is turned on, the speed on the laptop drops sharply. And it doesn’t even matter what exactly works on the computer. But, when online video is played on the PC, the Internet practically disappears on the laptop.
Is there any way to balance the speed split?

In general, it is possible to forcibly limit the channel on the PC. It is possible in the entire system ( https://netbalancer.com/ or www.netlimiter.com/), it is possible only in the browser (look for add-ons on request like “limit bandwidth”).

Your device supports QoS, the settings of which are located on the Traffic Manger tab in the web interface and on the 27th page of the documentation .
Turn on QoS, specify the speed of the Internet and then either leave it as it is, or additionally configure it.
