How to avoid scams when testing for a Front-End Dev position?

More than once I came across the fact that when applying for a job they are asked to make up a layout, send an archive with the result, and then, without explanations or arguments, they refuse. They do not need examples of their own work, only their own test task. Is there any way to protect yourself from potential scammers?

There can only be one piece of advice here - look who hires you.
A person with 100+ closed projects on the exchange or an account registered 3 days ago with zero turnip.
If physical contact is possible, offer to conclude a preliminary contract (agreement of intent).

Make pictures in very poor quality, all that is) if the scammers are at least tormented to cut it out again

Add watermarks to pictures. And worsen their quality. Acceptable for testing =)
