How to avoid disabling uWSGI workers?

Deployed server with NGINX -> uWSGI -> Django stack on OC Debian. As the load on the server increases, the CPU load increases, and when it reaches 70% of the CPU load, all uWSGI workers turn off and start them again after a couple of seconds.

CPU: 8 cores
RAM: 8Gb Shutdown
load: 500 RPS
