How to avoid caching localhost by the router?

I came across a strange phenomenon: when connecting to the same Wi-Fi network, accessing 127.0.0.1 or localhost redirects to the router page with a message like "site not found". The OS used is Windows 10, Google Chrome browser. When disconnected from Wi-Fi, the connection to the local server was successful.
How can one avoid such strange behavior and not knock on the router when connecting to localhost?

Apparently, a proxy is specified in the network settings, there should be a checkmark "do not use a proxy for local addresses".
