How to automatically search for a specific signal in video files?

There are a large number of video files, mostly consisting of filming in the dark (i.e. black screen). But there are small inclusions of a useful signal, i.e. well-lit picture, because the light in the room turns on. Is it possible to somehow automatically search for this signal using a script or some software?
