How to automatically download a public file from Yandex.Disk from someone else's account?

I have a public link to a file in Yandex.Disk (not my account), I need to somehow download it.
link like https://yadi.sk/d/Rzdip...
I can't find where to start
according to https://tech.yandex.ru/disk/api/reference/public-d... publick_key is needed, but where is it take?
