How to automate work with the database?
Hello, please advise on what to write the system. The bottom line is that you need to automate the process of processing data from the registry (Formation of subsidies for air transportation).
Process:
1) The data comes to the mail.
2) In Excel, a database is formed.
3) Records matching the criteria are manually selected.
4) Sending the File to another department for approval.
I began to read manuals on sql, but I understand that this is not enough, maybe it's worth trying in 1s or access? I'm not strong in programming...
Before that, attempts were made to automate:
1) A certain program was created that looks like a database, written in sql and Oracle (it is on disk, but I don't know how to open it).
2) IP working in the browser, with the possibility of authorization.
Both methods have guides for users and administrators.

Probably it is worth finding the "ends" by what was automated - it is possible that they did it after all.
If not, then you should first find a person who can:
- analyze your
Wishlist - pull up in those places where you want something strange
- supplement with obvious things
and at the output form something like a technical task for the development and implementation of the application
after that you can already feel a few different developers on the subject of prices, terms,
and after all this, an understanding of "what to write on" will appear

In principle, we have already described how to act to implement the project.
