Hello, please advise on what to write the system. The bottom line is that you need to automate the process of processing data from the registry (Formation of subsidies for air transportation).
Process:
1) The data comes to the mail.
2) In Excel, a database is formed.
3) Records matching the criteria are manually selected.
4) Sending the File to another department for approval.
I began to read manuals on sql, but I understand that this is not enough, maybe it's worth trying in 1s or access? I'm not strong in programming...
Before that, attempts were made to automate:
1) A certain program was created that looks like a database, written in sql and Oracle (it is on disk, but I don't know how to open it).
2) IP working in the browser, with the possibility of authorization.
Both methods have guides for users and administrators.

If you are not strong in programming, then you are certainly not strong in 1C, and the work of a 1C programmer is very expensive.
With this, you can generally bypass Excel - there are the same cells. Why then Excel? So that the uncle who gives approval should know the interface of the program, otherwise the uncle will freeze and overheat?

Programs are not written in sql, but given item 2 and the word "Oracle", APEX was probably used. But despite the fact that APEX is intended for creating projects by non-programmers, in fact you will have to look for an APEX developer, and there are not so many of them, and most likely it will be unreasonably expensive.
