How to automate archiving and sending files to the mail?

Good afternoon!

At work, every 15 minutes Files arrive in a network folder, which must be archived with a password and sent by mail (outlook), no additional software can be downloaded to the computer, the 7zip archiver. Please tell me how to automate the sending. Now I have to put an additional employee on this heartless job)

In the vbs task scheduler, the script runs every 15 minutes.
1 polling the folder if there are no files older now - 15 minutes then exit
2 form a list of files
3 start the archiver passing the list of files and password as parameters
4 send mail with an attachment
5 delete the file.
Vbs is the standard scripting language it has on the system.
