How to auto create contacts in ejabberd?

I raise a corporate messenger, on xmpp, and there is a slightly peculiar task.
It is necessary that one of the users (the boss) sees all the users added to the server.
At the same time, the users who were added to the server already had the chief's account in their contacts - but they were not able to correspond with each other.
I couldn't find it in the documentation, of course.
I think this can be done somehow through mod_muc and through acl, but I have no idea how.
I suppose that it is possible to create the "Tsar" group, where we put only the necessary account, and make this group an automatic list for the "Slaves" group. For the "slave" group, the "king" group becomes an automatic list, where we have only one account. Unless, I can hardly imagine how to implement it.

There is a mod_shared_roster.
But this only works when everyone needs to make the same list in the roster.
Just smoke it.
If anything, then I can order the development of the module you need according to your requirements.
