How to authorize a user without a password and Email in laravel using other fields?

I use the native Passport from Laravel, with regular tables of all norms.
But I need this one:
There is a form, 2 fields, one TIN number and another phone number
After submitting the form, you need to check if there is such a number or TIN in the database, if there is, then return the token (by which) then you can determine the user
If there is none, then start
(If there was already such a number but with a different TIN or vice versa), then there will be a check by SMS and a dialogue with the support of eating something.
