How to assign permissions to root in ubuntu?

Good day!
Being engaged in non-core business, I messed up with chmod. Now I can log in as root only through sftp. When I go through PuTTY, after entering the login, I immediately throw it out. I can’t get into the panel and the site either (403 error).
Now the question itself: can I change the rights so that everything is ok through WinSCP, for example? If not, is it possible to take chmod on another server and upload it to your / bin?

if you have full sftp access then maybe you should look at the sshd log ?? why is it not letting the user in.
what exactly happened and then think over the tactics of recovery.
for "not knowing the ford" you can do something wrong ...
