How to assign, get a mobile application under IOS VoIP status? Where to go, how long the assignment lasts, share your experience and links, because I can’t find exact information on the net.

Duc is prescribed in plists, isn't it? Or do you mean something else?
How to configure the application itself so that it can work in the background as voip is described in the doc , section "Implementing a VoIP App". But if you try to use this background mode in applications without voip, apple will still wrap it up for review.

On the developer portal, you need to create an app id for your application and check VoIP in capabilities. Next, create a provision profile with this app id, set it to ixcode, after which you select the necessary background mode in the project file (capabilities tab).
However, as Squatch noted , if in fact there is no VoIP functionality in the application, then it will be wrapped up for review.
