From the console, you can switch with the commands:

setxkbmap us
setxkbmap ru
setxkbmap ua

But it's more beautiful to do it by calling gsettings, then the indicator layout in Gnome|Unity will be updated:
The last digit is the index of the desired language, in order of their location in the layout indicator.
Next, you create your own shortcuts in Ubuntu, and attach the desired command to the shortcut.
I create shortcuts through CompizConfig.
