By specifying in the wp-config.php file define ('WPLANG', 'en_US'); that's what it tells me

I use the qTraslate plugin translator in my project, in the admin panel you choose the language you need, and with the help of the plugin, which language should be on the site.
My admin panel is in English and the website is in Italian.
