How to assemble a WiFi network to access the Internet via a satellite channel of users from a chain of access points?

There is a task to bring users (about 500 mobile devices) to the Internet via a satellite communication channel of 10 Mb/s. The Internet is needed only for browsing and mobile messengers.
Flight of fantasy. The idea of ​​the following architecture arose: one router with a WAN in the form of a satellite modem connection, and WiFi comes from this router through 10-12 repeaters with access point functions. There is a small distance between access points ~ 30-50 meters. About 50 mobile devices connect to each access point. Another point - all access points should have a network with one SSID and password for mobile devices, so that you can walk anywhere and not worry about entering the next grid into your phone.
The router itself will cut all traffic, except for web pages and instant messengers.
Here I have two questions:
1. Will such a scheme work without falling, even at the speed of telephone modems of the 90s?

The second task is to create a network core with a hotspot controller, billing, a shaper and a proxy with a powerful caching server in order to keep as much traffic as possible on your network
The third task is the actual calculation and organization of the required communication channel with the world.
Well, you should not miss the moment that the organization of a network of this magnitude is not a home Internet, therefore, coordination with all kinds of bureaucrats is needed, because. by law, even a guest network for visitors to a cafe / office is essentially a provider activity that falls under the law on licensing, especially on a stadium scale.
