How to assemble a set of png-nis into one .ico file?

There is a set of png-nis. A friend asked me to help him, to collect them into one .ico file. I
installed a plugin for paint.NET, but it seems to save only one, although you can set the bitrate parameters for color and resolution to use.
Please advise what is the best way to solve this problem?
