If you use ZFS, for example, on Nexenta, then I recommend from 8 G.
4 cores.
The case is not any - consider how you will insert a large number of disks, whether hot replacement is needed.
The power supply is also not any. In principle, modern disks do not eat much, but, taking into account responsibility, the power supply is not any.
The rest of the budget is for disks, as much as is enough.
Hardware RAID is not needed. Nexenta and FreeNAS do this very well in software, and better than hardware. You may need an HBA to connect a large number of hard drives.
Depending on speed/capacity requirements, it may make sense to use some SSD for cache. Everything else - on the HDD, most of it.
If you don't want to bother with a case or a dual power supply, just buy a pre-built server solution from Dell, Intel, Supermicro or whatever makes pre-built servers.
What OS do you plan to use and how actively will storage be used? For example for FreeNas Ram=8GB CPU=Dualcore and above.

i3 + 8gb ddr3 1600 + raid1 500gb OS + 4Tb Raid1 for file-washing and all through one network card... after 2 too lazy to set up for now because other tasks and stupidly too lazy... case of "what if"
