How to ask a question on Toaster?

It sounds silly, but I didn't find an "ask a question" button on the Q&A site. Where is she?
I created this question by finding an old link. But there is also more .. m .. obvious way, I guess. What did I overlook?
UPD. Thank you. For some reason, this button is not in my mozilla. Found it in chrome.
