How to artificially set the borders of the working area of ​​the screen?

Experimenting with the appearance of the operating system, just from a research point of view.
I have Windows 10, I'm currently playing around and giving the system a look similar to MacOS, in the process of converting the appearance of the system, the question arose, how can I artificially limit the edges of the desktop?
Let me explain what I mean. When you expand a window to full screen, it takes all the free area of ​​the screen, except for the taskbar, wherever the taskbar is located, it creates a border for the window, the question is, is it possible to somehow create the same border, but without participation the taskbar itself?
Instead of the Windows 10 taskbar, I use the Nexus dock bar, it creates its own border for windows, using the Rainmeter application, I made a panel at the top of the screen that resembles a Mac, but now I need this panel to also be a border for windows, like the dock bar at the bottom of the screen.

PS I know that you can make your own application, which will have the functionality I need, but I don’t have the necessary skills for this, and for sure someone has already done something similar, so why reinvent the wheel.
