How to approach writing a bot for VK?

I had one idea - to make a bot for VK, in order to learn some kind of Japanese and for the sake of lulz. I know that there is a program for this, but it's not that. I would like to add there, for example, some amount of dislike or, on the contrary, sympathy that accumulates in the process of communicating with the user and affects the responses towards him, well, anything like that. Knowledge of jap is near-zero, I can do some elementary console work in c ++, such as a test with a result in%, etc.
I heard somewhere that python is suitable for this, but after googling I began to lean towards Java or php
. So, which language should I start learning for this purpose?
How feasible is this?
How much time do you need to spend and how quickly can you master the language at this level?
ps I'm going to do this as a hobby - I'm not going to become a coder.
