How to apply Android PSD UI Kit to an application?

I'm not exactly friendly with design, so I decided to find some free UI template. And if for sites you can always find a made-up template with examples of forms, lists and the like, then for Android it is a PSD file.
Is there any guide or examples on how to apply a design to an application?

For Photoshop, there is a plug-in for automatic slicing of the layout,
but how to lay out the UI depends on the developer
