How to apply an effect in CSS to all elements except the one that got hover?

Hello.
There is such a structure , when you hover over any square, it becomes a little transparent.
I'm wondering if it's possible without JS to do exactly the opposite.
That is, when hovering over any square, all the others will become slightly transparent, and the one that received the hover will remain unchanged.
