How to answer this curious question in the questionnaire for the security service of the company?

Brief background:
In 2012-13, I got involved in a felony investigation in which I acted as a delinquent. As a result, the case ended with the fact that at the time of the commission of the "crime" (made out of childish stupidity and not carrying any actual harm), I was less than necessary to judge by this article. I paid a small fine and that was it (i.e. 1 trip to the prosecutor and a visit to the bank in a couple of days). As far as I understood correctly later, this does not count as an RO.
I graduated from the university this year, I decided to continue learning Java and try to find a job. With vacancies at the entrance level, as it turned out later, it is VERY not dense, but this is already a digression from the topic. In general, after six months and one failed Java QA trainee interview, I successfully completed the test task and passed the Java internship interview, receiving an early offer.
Now let's get to the point.
HR in his letter said that it is necessary to fill out the relevant documents and send them. In the questionnaire, I found 2 points that confuse me:
- Have I been brought to administrative responsibility?
- Was I under investigation as a suspect or accused, and was I prosecuted?
My thoughts on this matter:
- Indicating the existence of the fact of criminal prosecution, as it seems to me (I could be completely wrong due to inexperience in this matter), is akin to a guaranteed refusal.
- The presence of 2 administrative cases when a child can be interpreted incorrectly (Even taking into account the fact that the facts took place 6-7 years ago).
I think that some of you have probably experienced a similar situation in the past. Please share how you decided to act in this situation? And of course, if anyone has any thoughts on this, I would be glad to hear them.

As far as I could find out by now, there should not be any records of the fact of criminal prosecution in the Information Center of the Ministry of Internal Affairs, since at the time of the commission of the crime I had not reached the age of responsibility for it (namely, 16 years). Consequently, the initiation of a criminal case was denied due to the absence of corpus delicti in the act (Article 24, Part 1, Clause 2 of the Code of Criminal Procedure of the Russian Federation).
If I understand correctly, then I am not considered a person in respect of whom the investigation was conducted. Since I will be able to find out for sure after submitting the documents, I am going to answer in the negative.
Then only the part about administrative responsibility remains relevant.

I was brought to administrative responsibility. for drinking alcohol in a public place and for not sticking a photo in a passport at the age of 25 within the time limits specified by law. I was also caught without panties on a public beach.

According to the experience of working in the Security Council of the bank, these "adventures" of yours will still be found. So I advise you to specify, but comment in detail in a letter to HR. If there really is nothing serious, as you write, and you can describe it beautifully, then the Security Service will most likely turn a blind eye to this. Apparently, your position is initial, you should not seriously dig into it.

Information about juvenile crimes is closed. Even if they somehow found out in a roundabout way, it is illegal to take into account that information.

Firstly, you have an extinguished crime, and secondly, Sat will still break through. Rejection for this reason is discrimination. Most likely, if they find out, they will say that you did not fit us in terms of knowledge.

My guess is that they somehow know about the UD that has been placed on you. With your answer, they may just want to make sure that the person found in the databases is you.

Here, in fact, the main thing that takes place is whether you will tell honestly or lie. This is what will matter most to the SB. As a rule, the Security Service has garters in law enforcement agencies, through which it makes a punch, and the fact that this is not entirely legal does not bother anyone.
There are actually three options:
- You write honestly, the Security Service checks and finds that yes, it happened, the fine was paid, you are Pahom and I am Pahom. What conclusion she will give depends on their internal instructions, she can both skip and refuse with equal probability.
- You are lying, the SB finds that you are lying and most likely refuses, but not because it was somewhere, but because they tried to deceive.
- You are lying, the Security Service does not find anything, you are hired. But the secret always becomes clear and one day the Security Council finds out about you - and you will most likely be quickly "left", no matter how good an employee you are.

There would be no questions in the questionnaire if the Security Council could immediately check you.
Write whatever you want - it's your full right at the moment.
Be aware of the possible risks in revealing the truth and that a completely different wind will blow further.

Criminality, according to which the Security Council will seriously deal with, is robbery, theft, serious bodily harm, etc. Your teenage antics are of no interest to anyone, in any cop a day there can be a dozen more serious cases.
