How to annotate a pdf file in Evince?

Tired of looking for an answer to this question -
... how to read a pdf-book in Linux and make notes (highlight) in it - color a piece of text, underline it, and so on?
I never taught the standard Evince how to do this. Is there a sane alternative for easy reading in this regard?

Okular is the standard document viewer for KDE.
