How to animate torque in JS?

Dear Experts!!! Tell me please! For example, there are two photos, a mechanism with a caterpillar, and there is a task to animate them for the site, so that the wheels would spin, I want to do it in JS, so that I can launch it on click. But don't know where to start? There are several thoughts on how to do this:
1. Is it unrealistic to make such an animation from a photo?
2. As an option, record a live video of the operation of the mechanism, and in Adobe Affter Effects make your background neutral, and launch this video on click.
3. Find a 3D designer who made this photo layout, and ask him to animate this rotation mechanism in his 3D program and again record a video.
4. Ask a 3D designer to give me all the details in layers, and I will already collect them on the web, and animate using JS, but again, only gears, round objects, and then only from the perspective of the FAS.
Tell me how you can make such an animation, or is it not realistic in principle for the web?
What are the options in your opinion?

IMHO only 3D animation rendering. They can make it indistinguishable from the original photo, and not plastic, as in the second example. Not cheap - to simulate circuits, their physics.

Considering that 3d and photos look the same as a banana to a polish. I think it's easier to find a ready-made caterpillar animation.
Or as an option - sketch in svg and animate through css.
