How to allow payment in woocommerce only after order validation?

Hello.
I just can’t figure out how to make it so that you can pay for the goods only after checking the order by the administrator.
For example, the buyer creates an order, fills in all the fields, selects a payment method and clicks "Confirm order". Usually, after that, he is sent for payment (depending on the payment method), how to make sure that there is no payment, but he is shown, for example, just information about the order. Then the administrator looks at the order and edits it if necessary, and at the end, for example, in the operations with the order, he selects "invoice for payment by the client" and at the same time the buyer receives a letter with information about the order and with a link to pay for the order.
Most of what I wrote is already implemented in woocommerce, you only need to set up payment access...
I tried to use the Without payment woocommerce plugin (disabling payment) and then send payment data to the note to the order, but this is very inconvenient, since writing payment details is cumbersome every time ... and not everyone can pay for them, there should be a direct link to paying a specific invoice with a specific payment method. In general, he abandoned this idea.

And if, for example, we take as a basis the payment method "Cash on delivery" and stupidly rename it, say, "payment by card". Then, after placing the order, the buyer will not be able to pay anything, and you are already checking the order and then send the set for payment. (plus customize the letter template, include the details in it)
