How to allow one user to click on react?

I have a command, and the user is mentioned as arguments.
How can I make it so that when using the command, the bot sends a message, puts a reaction on this message, and only the specified user can click on the reaction, if the rest - the clicked reaction is simply removed

Store a collection of the "message-author" type, respond to the reaction, delete the reaction if the author of the reaction does not match the one specified for this message.
